François Tcheng

François Tcheng had been managing the development of various main infrastructures projects in France and Europe for Bouygues since 1990. Amongst others, he had a key leading role in the following projects:
- Tender, negociation (july 2007) of New Tyne Crossing project in Newcasttle, UK: construction of a new tunnel (including an immersed tunnel) and refurbishment of the existing one (250 M£) under a PFI type scheme with traffic risk.
- Tender, negociation and closing (july 2006) of Reims’ light-rail transportation system (11 km, 22 stations, 374 M€) under a concession scheme.
- Tender, negociation and closing (december 2005) of A 41 expressway in France, between Annecy and Genève, 20 km, 3k of tunnel, 866 M€ financing under BOT scheme. Transport Road Sector Deal of the Year for 2006.
- Tender, negociation and closing (2001) A 28 expressway in France – 125 km, 915 M€ - under a BOT scheme. This project has obtained in 2002 the PFI magazine’s award: “Infrastructure deal of the year” and the award from Project Finance magazine “Transport deal of the Year”. It is the first privately financed project of this nature since the reform of highway development’ public policy in France in 2000 and its opening to the private sector.
- N4 expressway in South Africa – 400 km, US $ 300 M debt - PFI’s award in 1997 as “Sponsor of the year», and 2nd for “Infrastructure deal of the Year”.
François Tcheng is currently the senior manager leading Business Development in Europe (Bouygues Travaux Publics).
He is Member of the Board of the following concession companies: Alis (A28) and Adelac (A41).
