Mr. Hoeppner is Founder and Managing Partner of erha consulting group, an internationally operating interdisciplinary partnership group with hqs in Germany and offices in Brussels, New York and Dubai. For CEE operations , erha consulting group and Raven EU Advisory A.S. ,Czech Republic, cooperate in a mutual partnetrship.

Mr. Hoeppner has broad operational experience since many years in the fields of privatization, outsourcing , PPP and financial and risk management consulting . PPP activities include projects at Federal, State and municipal level in Germany and abroad (schools, infrastructure,Renewable Energy,water/waste water, IT ). Mr. Hoeppner has evaluated Support facilities for the German Ministry of Economic Cooperation leading to the ongoing “PPP facility” operated by KfW-Bank Group and GTZ. At EU crossborder level, sectors include road maintenance, waste water, renewables, real estate and regional development. Recent PPP projects refer to feasibility studies for the German Ministry of Construction and Transport for a PPP option in a complex Federal IT/BPO project. He is also advisor to the Federal PPP Task Force in this ministry. As a senior expert, Rolf-Roger Hoeppner carried out assessments and developed recommendations to implement PPP at government level in Turkey (EU Twinning Project on Improving the Investment Climate in Turkey) and structuring a PPP pilot project at municipal level for an integrated Biogas project. Since 2004,he is a Member of the EU Commission’s experts’ working group “ Competition, Public Procurement, PPP” (DG Markt/WG 5) and author of the PPP guidelines “ PPP International” of the Federal Ministry of Economy and Co-author of a number of PPP case studies in the “PPP Resource Book” issued by DG Regio.
